Beauclerc seawall and bulkhead planning
Beauclerc lies on the open St. Johns between San Jose and Mandarin, near Plummers Cove. Waves and storm surge, not daily tide, decide how its walls fail.

Beauclerc sits on the east bank of the St. Johns River between San Jose and Mandarin, close to the Buckman Bridge and Plummers Cove. The city’s shoreline model calls for bulkheads along this reach because wind has a long run across the river. Normal tide range at the Buckman Bridge is only about 1 foot.

Do not size the cap from daily high tide
The Weather Service traced Irma’s record river flooding to several things at once: water already raised by a nor’easter, high astronomical tides, surge and heavy rain. At the Buckman Bridge, Irma’s storm tide reached 5.26 feet above normal high water, and in Nicole the gauge reached 3.82 feet, among the highest on the river that day. When you replace a wall, choose the cap height with these storm levels in view, and ask how drainage will work if the yard sits behind a higher wall. See the height guidance.
What could the work cost?
Wave exposure favors robust designs; compare material options in the cost guide rather than the cheapest per-foot figure.
Published prices are attributed planning context from contractors’ own pages, not a measured Jacksonville average or this website’s quote. Ranges differ about five-fold between publishers; your written, itemized scope decides the real number.

| Starting point | What to resolve | Prepare and look up |
|---|---|---|
City of Jacksonville Building Inspection Division | Building permit through JaxEPICS after zoning, drainage and any flood or historic review; inspections. | Signed and sealed drawings, survey and site plan as unlocked PDFs. 214 N. Hogan St.; 904-255-8500. |
Florida DEP Northeast District (Jacksonville) | State environmental resource permit or exemption, and state-lands consent for work at or below the high-water line. DEP handles single-family docks and shore protection not tied to a larger development. | Survey with the existing wall face and high-water line, the proposed alignment and photos. DEP Northeast District: 904-256-1700. |
U.S. Army Corps of Engineers, Jacksonville District | Federal authorization for work in tidal and navigable waters, often verified by DEP through the state programmatic general permit or covered by a nationwide permit. | Ask DEP whether its review includes federal verification for your scope, or which nationwide permit applies. |
A Beauclerc checklist
Use these steps to prepare.
Pull your permit and parcel history
Search past permits in JaxEPICS (guest sign-in) and look up your parcel with the Duval County Property Appraiser before the assessment.

Ask for your flood zone and elevation certificate
The city’s floodplain coordinator (904-255-8366) provides flood zone determinations and copies of available elevation certificates.
Check your own flood zone
The named-place point for Beauclerc is inland; riverfront lots can be in a different flood zone, so check yours.

Beauclerc project questions
How high did the river get here in Irma?
The Buckman Bridge gauge recorded a 5.26-foot storm tide above normal high water and stopped reporting during the storm, so the peak may have been higher.
