Seawall repair or replacement?
Compare the full scope.

By Jacksonville SeawallUpdated: 2026-10-24

A repair can save tens of thousands of dollars when the wall is sound, or waste money when it is not. Here is how to compare repair, partial reconstruction and replacement on a Jacksonville waterfront.

Targeted repair
Location and cause of a defined defect; condition of the parts being kept.
How will this stop the problem coming back?
Partial reconstruction
Measured limits, connections to the remaining wall, anchor and toe condition.
Will the new and old sections behave as one wall?

Why repair is offered first

One Jacksonville publisher puts a reinforcement program for an 80-foot wall at $12,000–$35,000, against $40,000–$80,000 to replace it. That gap is real, but only if the parts you keep will last. See the cost guide for published ranges.

When repair usually makes sense

  • The wall is plumb and the panels, sheets or timbers are structurally sound.
  • Damage is local: a joint, a section of cap, a few drains or a defined void.
  • Anchors, tiebacks and the toe are confirmed in good condition.
  • The cause is identified and the repair addresses it.

When replacement is usually the honest answer

  • The wall is leaning or moving along a long section.
  • Timber members are soft or borer-damaged; Florida Sea Grant found treated lumber can fail in under 10 years in Florida waters.
  • Steel is badly corroded in the splash zone or just below low water.
  • The cap is far below the elevation you need for the next 30 years of high water.
  • Repairs have already failed more than once.

The 18-inch rule shapes a replacement

Florida exempts restoring a seawall at its old location, landward of it, or within 18 inches waterward of the old face from state environmental resource permitting. The federal general permit used with DEP applies the same 18-inch limit for repaired or replaced walls. Inside an aquatic preserve the limit is one foot. Building the new wall just in front of the old one can save demolition, but only within these limits.

Moving the wall farther out, building on a natural shoreline or reclaiming lost land usually needs individual permits. See the permit guide.

Decide the cap height while you can

Replacement is the one time a cap height can change cheaply. Jacksonville’s floodplain rules work in NAVD88 and require new building construction two feet above the highest base flood elevation on the property. Ask your engineer what cap elevation makes sense for your water and your neighbors’ walls, and check the height guidance.

Resolve the unknowns that could change everything

Questions to settle before accepting a repair scope
Unresolved pointWhat to ask for
The proposal keeps panels, timbers or anchors
What evidence supports keeping them, and what finding would change the recommendation?
Damage appears in one section
How will the repair connect to the remaining wall, and where does the investigation stop?
The price includes hidden-condition allowances
What unit price applies, what measurement releases the allowance, and who approves increases?
Work is phased over years
What must hold safely between phases, and could later work undo the first repair?

Keep a record of what was kept

At handover, ask for a marked plan showing replaced, repaired and retained parts, the final inspection records and dated photos taken before work was covered. It makes the next assessment far more useful and keeps a sale listing honest about what is new.
