Start with the water your wall faces
A Mayport bulkhead sees a daily tide range of about 5 feet and near-seawater salinity. A Mandarin seawall sees about 1 foot of tide and brackish water, but can sit in high water for days during a nor’easter. Tell the assessor which setting you are in so they look for the right failure modes: borers and splash-zone corrosion on salty water, saturated backfill and washed-out fill on the river. The water levels guide explains the differences.

Record the location and pattern of damage
Separate cap cracking from panel, sheet or joint damage. In concrete, cracks that run along the reinforcing bars with rust staining are a sign the steel inside is corroding, which happens fastest just above mean low water. Photograph each crack with something for scale, note the date you first saw it and keep the same photo positions for later comparison.

Trace soil loss and drainage together
Mark sinkholes, settled pavers, lawn depressions and wet spots behind the wall. On the St. Johns, multi-day high water saturates backfill; when the river drops, fill can wash out through open joints and weep holes. A proposal should explain where the soil is going and how the repair stops it, not just how it fills the hole.

Ask how movement will be measured
For a leaning, bowed or displaced wall, ask for a measured baseline and an assessment of the anchors, the toe and the retained soil. Keep vehicles, boats on trailers and heavy items back from the edge until a qualified professional says it is safe. If failure looks imminent, keep people away.
Timber bulkheads need more than a visual check
Shipworm damage is hard to see because the entrance holes are tiny and the animal lives inside the wood. Florida Sea Grant found treated lumber can fail in under 10 years in Florida waters. For a timber bulkhead, ask whether the inspector will sound or core piles and wales, not only look at them, and whether underwater sections will be checked.

Record changes after storms and high water
Keep post-storm photos beside older ones. Irma, Matthew, Ian, Nicole, Milton and the October 2025 nor’easter all produced high water in Northeast Florida. Note when water topped the wall or appeared behind it. The storm guide covers claims and emergency repair rules.

Bring the elevation into the same record
Find the top-of-cap elevation on your survey and the datum it uses. The City of Jacksonville bases flood elevations on NAVD88, and its floodplain ordinance requires new construction to be designed two feet above the highest base flood elevation on the property. NAVD88 and older NGVD29 figures are not interchangeable, and a tape measured from today’s water is not an elevation.
Know who you are hiring
A standard home inspection usually stops at the waterfront: Florida’s home-inspection standards say a licensed home inspector is not required to inspect seawalls, break-walls or boat lifts. For a seawall or bulkhead, use a marine contractor or engineer and ask what the visit includes. Florida does not license engineers by discipline, so ask about their seawall experience directly.

What the written report should let you decide
- Which parts of the wall can be kept, and what evidence supports that?
- What remains hidden or underwater, and what investigation is needed before a fixed price?
- Is the cause structural, drainage, scour, borers, corrosion or a combination?
- Which repair options fit, and which would only treat the symptom?
- Which permits apply, and is the work likely to qualify for the state seawall-restoration exemption?
Then compare repair and replacement scopes before comparing prices.
Agree on the deliverables up front
- Map the wall: number segments, joints and access points so every photo traces to one spot.
- Name the unknowns: list what was not seen and how to check it.
- Separate services: condition opinion, survey, engineered design and construction estimate are different products.
- Make it reusable: agree the report date, who may rely on it and whether you can share it with other bidders.
