Seawall repair costs in Jacksonville.
Plan a complete budget.

By Jacksonville SeawallUpdated: 2026-10-24

See what Jacksonville-area seawall and bulkhead work is published to cost, what those prices leave out, and how to turn a quote into a complete budget.

What Jacksonville prices really look like

Very few Northeast Florida contractors publish prices. The one firm that prints Jacksonville-specific figures puts repairs at $130–$430 per foot of affected wall and full bulkhead replacement at $250–$600 per linear foot, with most residential repairs between $4,000 and $20,000. Florida-wide guides from other regions run from about $150 to $1,000 or more per foot for new walls, depending on material.

A Cape Coral study of 333 permits found a 2024 median of $250 per stated foot for low canal walls, and that 15 published cost pages spanned $50 to $2,200 per foot. Walls on the St. Johns River, the Ortega and the Intracoastal are often taller and more exposed than Cape Coral canal walls, so treat the low end of any range with caution.

Oceanfront walls are a different scale: a Jacksonville-area marine contractor told the Jacksonville Business Journal that private oceanfront sea walls can cost $150,000 or more.

Public seawall projects in the region

Public walls show why per-foot prices vary so much. These figures include design standards, barge access and site work that a backyard wall does not, so they are context, not homeowner prices.

1. Holes, sinking ground, or soil washing out behind the wall?
2. Is the wall leaning or bulging toward the water?
3. What cracks have you noticed?
4. Gaps, missing pieces, or soil coming through the joints?
5. Is the top broken or crumbling, or is metal showing?
6. Are there rust stains on the wall?
7. Does water come over or through the wall at very high tides?
8. Has there been a major storm since the wall was last checked?
9. About how old is the wall?
10. When was the last professional inspection?
What this check is based on

The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.

An approximate length is fine.

Where can I find the wall length?

Look for the waterfront length on your property survey or seawall plans. For example, enter 75 for a wall that is about 75 feet long. If you cannot find it, tick “I don’t know the length yet”. Stay on safe ground; you do not need to measure beside the water.

Add height & site details Optional

Add what you know about the wall and access. We’ll include these details in your result so you can discuss how they affect the work and price.

Use the height from the bottom beside the wall (the mudline) to the top of the wall cap. Include the part under water. Use plans or a survey; leave this blank if you don’t know. Do not enter the full panel length or a survey elevation such as NAVD88. The buried depth and required top elevation come from the site design.

How the numbers work

For a published range, we multiply the price per foot for your chosen material by your wall length. It is a starting point. Height, ground conditions, equipment access, permits and other work can change the final price. The source does not give enough detail to price those changes, so the calculator lists them as questions to check.

Have a price for your property? Enter it to add known extra costs and the reserve you choose. Anything without a price stays on your checklist. For repairs or a height change, get a price for that specific work.

The wall’s bottom-to-top height, the buried panel depth and the cap elevation shown on a survey are different measurements. An engineer uses the ground, nearby structures, drainage and water conditions to design the wall. For more detail, see the City of St. Pete Beach engineering report and Florida DEP permit guide. The calculator uses the residential price sources shown above, not public-project costs from these documents.

What could your seawall cost?

Published prices are attributed planning context from contractors’ own pages, not a measured Jacksonville average or this website’s quote. Ranges differ about five-fold between publishers; your written, itemized scope decides the real number.

Targeted repairs on a Jacksonville wall are often quoted between about $100 and $430 per foot of affected wall, or $4,000–$20,000 for a typical residential job. Full replacement is published at roughly $250–$1,000 per linear foot depending on material, height and access, before extras such as demolition, engineering and drainage.

Repair prices by type

Compare prices for the same kind and amount of work. Most residential repairs are quoted as a lump sum after an inspection; per-foot figures help you sanity-check that total.

Permit fees are small; drawings are not

Jacksonville building-permit fees for walls are charged per $1,000 of estimated cost with minimums, so a typical residential wall usually means a few hundred dollars in city fees. The city does not name seawalls in its fee schedule; confirm the category with the Building Inspection Division.

Government processing fees
ApprovalPublished fee
City of Jacksonville building permit (other than buildings)
$1.88 per $1,000 of estimated cost, minimum $112.50, plus plan review (greater of 67% or $90) and small add-on fees
State exemption verification (DEP or SJRWMD)
$100 (optional; not required to use an exemption)
State general permit (DEP or SJRWMD)
$250
State individual ERP, small project
$420 at DEP ($100 less online); $1,190 at SJRWMD
U.S. Army Corps individual permit
$10 non-commercial; $100 commercial; no fee for nationwide or general permits

The real permitting cost is the survey, engineering and consultant time to prepare the application, which one South Florida contractor puts at $2,000–$7,500 or more.

Repair versus replacement on the same wall

One Jacksonville publisher compares a reinforcement program for an 80-foot wall at $12,000–$35,000 with $40,000–$80,000 to replace it. That gap is why owners are offered repairs first. It is only a saving if the retained wall is sound: rotted timber, failed anchors or a leaning wall can turn a repair into money spent twice. See repair or replace.

[6]

More published figures, and how far apart they are

  • The same Jacksonville publisher puts new seawall or bulkhead construction at $250–$600 per linear foot and new docks at $400–$800 per foot.
  • On its general page it says timber replacement typically runs 15–25% less than vinyl and concrete 10–20% more.
  • It prices a tieback reinforcement of an 80-foot wall at $5,000–$20,000 (6–10 anchors), against $35,000–$80,000 for replacement.
  • Its 2026 Florida guide gives $140–$600 per foot for repair, with permits adding $500–$3,000.
  • A Florida lead-generation site lists $150–$900 per foot for seawall repair and $250–$1,200 or more for replacement.
  • A Texas-based contractor publishes $150–$650 per foot for bulkheads nationally: timber $150–$350, vinyl $200–$450, steel $300–$600, concrete $350–$650.
  • A Miami builder states $1,500–$2,000 per foot for average residential construction.
  • A Jacksonville coordination company advertises a $399 written bulkhead condition inspection; that is not an engineer’s assessment.

The spread is the point: published numbers for nominally the same work vary five-fold or more. Use them to sanity-check a quote, not to set one.

What pushes a Jacksonville price up

  • Height and exposure: taller river and Intracoastal walls need deeper embedment and stronger anchors than low canal walls.
  • Access: narrow lots and creeks without barge access mean smaller equipment and slower work.
  • Material and water: salty water favors corrosion-resistant designs; see the materials guide.
  • What is left out: demolition, engineering, drainage, caps, tiebacks and restoration are often excluded from per-foot prices.
  • Approvals: aquatic preserves, the Timucuan Preserve and oceanfront armoring add review steps; see the permit guide.

How to use these prices

Every number is copied with its publisher’s geography, unit and stated scope, and checked on October 24, 2026. Only one publisher prints prices it says apply to Jacksonville, and it mainly sells repair methods; material ranges come from Florida-wide pages written outside Northeast Florida. Public seawall projects are shown separately and are never converted into residential rates. The calculator uses your own written price unless you choose a published row as context.
