Ortega seawall and bulkhead planning
Many Ortega lots face two different waters: the wide, wave-exposed St. Johns and the calmer Ortega River. The right wall, and the way equipment reaches it, differs by side.

Ortega is a peninsula bounded by the St. Johns River and the Ortega River, and the Old Ortega National Register district runs between them. The St. Johns side is open, high-fetch water where the city’s shoreline model expects bulkheads. The Ortega River is a calmer tributary that the same model names as a likely place for living shorelines.

Which river is your wall on?
On the St. Johns side, wind-driven waves and storm surge set the design. Irma’s storm tide at the nearby Buckman Bridge reached 5.26 feet above normal high water, and the gauge may have missed the peak. On the Ortega River, ask whether a hybrid or living edge could work for part of the frontage. Nicole brought surge street flooding to Pirates Cove on the Ortega River, and a boat that broke loose from a marina caught fire and sank. Check moorings and dock connections as part of any wall assessment. Post Tropical Cyclone Report: Hurricane Nicole (PSHJAX)
Getting equipment in
The Ortega River bridge is a 1927 bascule drawbridge, and a barge strike in early 2025 knocked out its electrical system for about a week. Ask any marine contractor how they plan to bring a barge past it, or whether the job will be done from land. Old Ortega is a National Register district but not one of the city’s three local historic districts, so the local Certificate of Appropriateness process does not apply. Certificate of Appropriateness Process
What could the work cost?
Barge access, bridge openings and two-sided frontage can each change the price; get them priced explicitly.
Published prices are attributed planning context from contractors’ own pages, not a measured Jacksonville average or this website’s quote. Ranges differ about five-fold between publishers; your written, itemized scope decides the real number.

| Starting point | What to resolve | Prepare and look up |
|---|---|---|
City of Jacksonville Building Inspection Division | Building permit through JaxEPICS after zoning, drainage and any flood or historic review; inspections. | Signed and sealed drawings, survey and site plan as unlocked PDFs. 214 N. Hogan St.; 904-255-8500. |
Florida DEP Northeast District (Jacksonville) | State environmental resource permit or exemption, and state-lands consent for work at or below the high-water line. DEP handles single-family docks and shore protection not tied to a larger development. | Survey with the existing wall face and high-water line, the proposed alignment and photos. DEP Northeast District: 904-256-1700. |
U.S. Army Corps of Engineers, Jacksonville District | Federal authorization for work in tidal and navigable waters, often verified by DEP through the state programmatic general permit or covered by a nationwide permit. | Ask DEP whether its review includes federal verification for your scope, or which nationwide permit applies. |
An Ortega checklist
Use these steps to prepare.
Pull your permit and parcel history
Search past permits in JaxEPICS (guest sign-in) and look up your parcel with the Duval County Property Appraiser before the assessment.

Ask for your flood zone and elevation certificate
The city’s floodplain coordinator (904-255-8366) provides flood zone determinations and copies of available elevation certificates.
Ask how the barge gets there
Bridge openings and clearances on the Ortega River can affect schedule and cost.
Separate river-side and creek-side scopes
Price the St. Johns frontage and any Ortega River frontage as separate line items.

Ortega project questions
Do I need historic approval in Ortega?
Not the city’s Certificate of Appropriateness: Ortega is not one of its three local historic districts. A federal permit could still raise historic questions.
Certificate of Appropriateness Process · NPGallery: Old Ortega Historic District
How big is the daily tide here?
About 1 foot at the Buckman Bridge, with normal high water about 0.39 feet above NAVD88.
