City of Jacksonville: JaxEPICS building permits
Every City of Jacksonville permit is filed electronically in JaxEPICS. A permit first passes Development Services review (zoning, concurrency, drainage and related checks), then any agency review triggered by scope or location such as flood or historic review, then a sufficiency check and plan review fee, and only then Building Inspection Division plan review. Expect 25–30 business days for the first review and about 10 business days for resubmissions.
The city does not post a seawall, bulkhead or dock checklist, so ask your engineer to prepare signed and sealed drawings, a current survey and a site plan. Documents must be unlocked PDFs. Permits are valid for 180 days, and inspections can be booked online or at 904-255-8500 for the next business day.
The Building Inspection Division is on the 2nd floor of the Ed Ball Building, 214 North Hogan Street. Zoning questions go to 904-255-8300 and the Development Services review group to 904-255-8310.

Docks and boathouses in Jacksonville
City zoning allows docks and boathouses on waterfront lots only where there is a house on the lot. Docks must meet the district’s side-yard setbacks; boathouses are limited to 900 square feet and 15 feet above mean high water, with no living quarters. Building permits are required, and in most cases DEP and/or Corps permits are too.
The state exemptions most repairs use
- Restoring an existing seawall at its old location, landward of it, or within 18 inches waterward of the old face is exempt from a state environmental resource permit. Under the rule, the wall must have been damaged by a discrete event within the past year, or the work must involve only minimal backfill and not aim to reclaim land.
- Seawalls and riprap in artificial waterways and legally existing residential canals are exempt, with backfill limited to leveling. Vertical walls in natural estuaries are generally not.
- Infill walls closing a gap of 150 feet or less between existing seawalls on both sides, on the same line, are exempt.
- Batter piles, king piles or a new cap used only to stabilize an existing wall are exempt.
- Riprap at the toe of an existing seawall, within 10 feet and no steeper than 2:1, is covered by a state general permit.
No notice is required for an exempt activity, and a local government may not demand further DEP verification. Many owners still ask DEP for written verification, which helps with the building department, lenders and buyers. DEP’s free online self-certification tool covers docks only, not seawalls.

State-owned submerged land
The St. Johns River, the Intracoastal Waterway and tidal creeks are generally sovereign submerged land. A qualifying exempt seawall restoration usually receives “consent by rule” with no separate application. New or replacement bulkheads extending up to 3 feet waterward of the high-water line, and riprap up to 10 feet, need a written Letter of Consent.

Aquatic preserves and Outstanding Florida Waters
Northeast Florida’s aquatic preserves are the Nassau River–St. Johns River Marshes (Duval and Nassau), Fort Clinch State Park (Nassau), Guana River Marsh (St. Johns) and Pellicer Creek (St. Johns and Flagler). Inside them, no new seawalls may be built waterward of the high-water line, and restoration may move at most one foot waterward. Their waters and those of the Timucuan Preserve are Outstanding Florida Waters, with stricter water-quality protection.

Federal authorization (Army Corps)
Tidal work almost always needs Corps authorization. Three common routes apply:
- The state programmatic general permit (SPGP VI), verified by DEP with its own review. Repaired or replaced walls may extend up to 18 inches beyond the old wet face; new walls are limited to 18 inches past the high-water line and 150 feet. Metal sheet pile may not be driven with an impact hammer. A July 2026 addendum lets DEP keep verifying while the Corps reissues the permit. It is not available in the Timucuan Preserve or on the St. Marys River.
- 2026 Nationwide Permits, in effect March 15, 2026 through March 15, 2031: NWP 3 for maintenance (storm repairs started within two years), NWP 13 for bank stabilization including bulkheads up to 500 feet, and NWP 54 for living shorelines.
- An individual permit for everything else. The fee is $10 for non-commercial work; nationwide and general permits are free.

Conditions you will see on the job
- Manatees: crews briefed, boats at idle speed, turbidity barriers that cannot entangle animals, and all in-water work stops if a manatee comes within 50 feet.
- Other protected species: NOAA’s June 2026 construction conditions require taut, non-looping lines and a stop if a protected species comes within 150 feet.
- Turbidity: no more than 29 NTU above background, with stricter protection in Outstanding Florida Waters; expect floating turbidity curtains.
- Duval’s Manatee Protection Plan exempts single-family docks with four or fewer slips from its boat-facility siting limits; other rules still apply.

Jacksonville flood rules that touch seawall projects
Ordinance 2023-615-E requires buildings in flood hazard areas to have lowest floors at least two feet above base flood elevation, or the design flood elevation if higher. Substantial improvement is measured cumulatively over ten years at 50% of the building’s market value. In coastal V zones, seawalls and bulkheads are allowed only with other agencies’ authorization, detached from buildings, and with a professional analysis showing no harmful diversion of flood water or wave reflection onto neighbors.

Historic districts
Jacksonville requires a Certificate of Appropriateness for exterior and site work in its three locally designated historic districts and for local landmarks, including Riverside-Avondale. The 2026 review matrix has no seawall, bulkhead or dock item, so ask the Historic Preservation staff early whether your waterfront scope needs review. JaxEPICS routes historic review automatically when the location triggers it.

Jacksonville Beach, Atlantic Beach and Neptune Beach
The three Beaches cities and the Town of Baldwin run their own zoning and building departments, separate from the consolidated city.
- Jacksonville Beach has a “Retaining Wall/Bulkhead” section in its residential checklist: site plan with length and setbacks, a wall section with existing and proposed elevations and materials, a drainage plan, and engineered plans for walls over four feet. Its filing rules also call for a boundary survey, an Elevation Certificate in most flood zones and any DEP notice to proceed. Its COAST tool searches past permits.
- Atlantic Beach lists docks and retaining walls among residential work needing a permit, even in emergencies. Its code keeps a 50-foot buffer from wetlands on tributaries connected to the Intracoastal (25 feet for other wetlands); lots with a bulkhead or riprap lawfully in place before March 8, 2010 are exempt.
- Neptune Beach requires a flood zone affidavit with the permit application for properties in a flood zone.

New Florida permit rules in 2026
Florida’s HB 803, effective July 1, 2026, created a permit exemption for single-family work valued under $7,500, but it does not apply to property in a flood hazard area or to any structural work, so it will not cover a seawall. Owners may now switch to a private provider for plan review or inspections at any time, and the local government must reduce its fees accordingly. Jacksonville already runs a private provider program in JaxEPICS.

A practical order of steps
- Pull records: past permits in JaxEPICS (or your city’s search), your parcel from the Property Appraiser and your flood zone.
- Get an assessment and a survey showing the existing wall face and the high-water line.
- Have an engineer decide the alignment: same location, up to 18 inches waterward, or something that needs individual permits.
- Confirm the state and federal route with DEP Northeast District at 904-256-1700.
- Have your licensed contractor or engineer apply for the building permit and record the notice of commencement before the first inspection on jobs over $5,000.

After a storm
Jacksonville tells owners to apply through JaxEPICS as soon as possible after a storm; some permits may be expedited with fee reductions under state law, and the division can process permits manually during outages. Starting work without first applying for a permit carries a $250 fine under the city’s homeowner guidance.
